Rule 24

A visa may be temporarily recommended or issued

(1) If it takes time to recommend for study, non-tourist and business visas, the relevant ministry may temporarily recommend study, non-tourist and business visas for a maximum of 3 months.
(2) If it takes time to submit a marriage registration certificate to a foreigner as per sub-rule (1) (h) of rule 8, the department may issue a non-tourist visa for a maximum of 3 months based on the recommendation of the relevant country's official or embassy.
