Rule 4
Who can file a complaint

(1) If someone finds out that there is or is going to be an irregularity in the work being done by any government office or public institution, he can make a complaint to the Center with or without mentioning his name, disclosing the following things as far as possible:-
(a) Subject matter of complaint,
(b) The name of the government office or public organization where the irregularity has occurred or is about to occur and the person holding a public position working in such office or organization and any other person involved in that work, including his name, surname, nationality,
(c) any evidence or statement in support of the complaint,
(d) If a complaint has been filed with any other agency on the same matter, the details thereof (e) Other essentials.
(2) The complaint according to sub-rule (1) can be given by post, telephone or any other electronic means or in person and in writing or orally.
(3) According to sub-rule (2), the complaint received by telephone or verbally shall be recorded and verified by the center.
