: (1) If any person comes to know that an offense has been committed, is being committed or is about to be committed according to section 36, anyone can file a complaint with the inspection officer or the nearest police office within ninety days.
(2) If the complaint comes to the police office according to sub-section (1), the police office shall send the complaint to the inspection officer as soon as possible and inform the concerned complainant.
(3) Upon the complaint received under sub-section (1) or (2), the inspection officer shall initiate investigation as prescribed.
