Except for the case where the person who is adversely affected by the unfair action appears before the Commission and submits a complaint, if the complaint is sent to the Commission by post or in any other way, the Commission shall send a notice to the person who is adversely affected by the unfair action to appear before the Commission to acknowledge the complaint within seven days of receiving such complaint. However, if the complaint is not based on facts or is unclear or confusing, the commission may decide not to take any action in that regard. The notice of such decision shall be given by the commission to the person adversely affected by the unfair action as soon as possible.
