Rule 3
Registration of consumer organizations
(1) Users of the following irrigation system should form a working committee of up to eleven people, including thirty-three percent women, two Dalits, oppressed and backward tribes, and submit an application to the relevant irrigation office in the format as per schedule-1 for the registration of consumer organizations:-
(a) constructed and operated by the Government of Nepal,
(b) Repaired and improved by the Government of Nepal (c) Built and operated by farmers' groups.
(2) In forming a consumer organization according to sub-rule (1), at least sixty-seven percent of the consumers of the irrigated areas from such canals, branch canals, branch canals, culverts, cullets will use the water distributed from such canals, branch canals, branch canals, cullets, cullets. Explanation: For the purpose of this sub-rule, “irrigated area” means the water flowing from the division box or turnout constructed to distribute water to consumers from canals, branch canals, branch canals, culverts or culverts depending on the nature and extent of the irrigation system. (3) According to sub-rule (1), the consumer organization shall be registered within seven days after making the necessary inquiry and giving the registration certificate in the format of schedule-2. However, if something is not found during the examination of the application, or if a consumer organization has already been registered for the same irrigated area, or if it is not possible to register according to the prevailing law, the relevant consumer shall be informed of the same within seven days of the application.
