Rule 4
Dissolution of Election and Working Committee of Consumer Organization

(1) The election and term of office of the office bearer of the working committee shall be as mentioned in the statute of that organization.
(2) Notwithstanding anything written in sub-rule (1), the working committee can be dissolved on the basis that no irrigation system can be operated effectively by the decision of two-thirds of the ordinary members of the consumer organization. The concerned irrigation office shall give such working committee a maximum period of fifteen days and demand an answer with reasons. (4) If the answer is not submitted within the period given as per sub-rule (3) or if the submitted answer is not satisfactory, the concerned irrigation office shall dissolve such working committee with reasonable and sufficient reasons. The recommendation should be submitted to the department.
(5) If a working committee is recommended to be dissolved according to sub-rule (4), the department will give approval to dissolve such working committee based on appropriate reasons and justification and the concerned irrigation office will decide to dissolve the working committee based on the approval of the department.
(6) Rule 8A. A working committee that is not renewed within the period specified in sub-rules (1) and (2) of (7) Until the new election of the working committee which has been dissolved according to this rule, no facility will be provided to such irrigation system as per the Act and this regulation. (8) If a working committee is dissolved in accordance with this rule, the relevant irrigation office shall, under its direct supervision, conduct the election of such working committee within three months through the relevant District Irrigation Consumers' Association and until the elections are held, the relevant District Irrigation Consumers' Association shall form an ad hoc committee and conduct the work.
