Within one year of the completion of five years from the commencement of this Act and thereafter within one year after every five years, the Ministry shall measure the implementation of the Act and submit its report to the relevant committees of both Houses of the Federal Parliament. 58. Power to make rules: (1) Government of Nepal may make necessary rules to implement this Act.
(2) Without prejudice to the generality of sub-section (1), such rules may provide for the following: (a) Regarding the functions, duties and powers of the Department and Jail Administrator,
(b) Management of Jails: Relating to,
(c) regarding deployment and coordination of security personnel in prisons,
(d) relating to articles of daily use to be carried by the prisoner within the prison,
(e) Construction and operation of facilities and infrastructure to be given to prisoners - regarding standards,
(f) Regarding ration and clothing to be provided to prisoners,
(g) relating to employment of prisoners in prisons,
(h) relating to the appearance of a prisoner in court,
(i)- Regarding the facilities to be given to pregnant or post-partum prisoners and the procedure to be followed in that regard,
(h) Relating to release from prison of prisoners disabled by serious illness,
(k) Relating to detention of prisoners in special jails and open jails, (l) Relating to appointment of Chowkidar, Naike and Sahnaike. 59. Repeal and Save: (1) The Prisons Act, 2019 is repealed. (2) Actions taken under the Prisons Act, 2019 shall be deemed to be taken in accordance with this Act.
