If anyone commits any of the following acts, he shall be deemed to have committed an offense under this Act:-
(a) in contravention of section 3, buying and selling, keeping, using, rearing, planting, growing, controlled breeding, transporting, exporting or importing rare or endangered wild animals or plants or specimens thereof, br> (b) In violation of section 8, buying and selling, possessing, using, nurturing, planting, growing, transporting, exporting or importing protected wild animals or plants or specimens thereof, (c) In case of non-registration of endangered wild animals or plants or samples thereof in accordance with section 13 or 14,
(d) Transferring or assigning rights to endangered wildlife or flora without obtaining permission in accordance with section 15, or (e) except as provided in clauses (a), (b), (c) and (d) of this Act or this Act If any action is taken contrary to the rules made under
