(1) The Government of Nepal shall constitute a Council and the Council shall consist of the following persons:-
(a) Retired judges of the Supreme Court or senior advocates or persons nominated by the Government of Nepal from among those who have made special contributions in the field of newspapers and magazines - Chairman

(C1) Chairman, Nepal Journalist Federation - Member (d) 6 persons nominated by the Government of Nepal from among the journalists, editors and publishers in consultation with the journalists' associations, two persons from each region - members
(e) One person nominated by the Government of Nepal from among working journalists - member (f) One person nominated by the Government of Nepal from among those who have made special contributions in various fields including journalism - Member
(G) One person nominated by the Government of Nepal from among the journalists recommended by the organizations related to literary journalism - Member
(h) Director General, Press Information Department - Member-Secretary
(2) The term of office of the chairman and members of the council shall be 4 years.
(3) If the chairman or any member wants to resign before the end of the term of office, the chairman can submit a written resignation to the Government of Nepal and the member can submit a written resignation to the chairman.
