: Since it is desirable to establish and arrange a press council for the development and promotion of healthy, independent and responsible journalism while maintaining the highest professional conduct of journalism, Parliament has enacted this Act in the twentieth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
