(1) Member-Secretary shall convene the Council meeting under the direction of the Chairman.
(2) If fifty percent of the total number of members of the Council are present, the quorum for the meeting will be considered.
(3) The meeting of the Council shall be presided over by the Chairman and in his absence, a member selected from among the members of the Council present at the meeting shall preside over the meeting.
(4) The opinion of the majority of the members present in each matter under consideration in the meeting of the Council shall be valid and in case of equality of votes, the chairman shall give the deciding vote.
(5) The decision of the Council shall be verified by the member-secretary.
(6) Other procedures related to the meeting of the Council shall be as determined by the Council itself.
