Rule 41
Grounds for retention
For the purposes of sub-section (1) of section 15 of the Act, in the case of retention in the position of any departmental head or head of office that is vacant or incumbent, among the available employees of the relevant group who have qualified for promotion to the said position, on the basis of seniority, work efficiency and educational qualification. The Ministry will appoint a person who is deemed suitable.
