(1) Other than prisoners of civil cases, other prisoners can be employed in prison factories. However, this rule will not prevent a prisoner or detainee of a civil case from working in a factory if he wishes.
(2) When a prisoner or a detainee is taken to work, both the staff and the staff of the prison office should be allowed to sit and count one by one. One should also be sent to supervise the prisoners or detainees who have gone to that work.
