If a person in charge of a document classified under this Act shows such document to any other person as an authorized person or discloses it in any other way, no action will be taken against him in accordance with this Act. But if he has knowingly shown or published a classified document to an unauthorized person, he will not be prevented from being prosecuted according to this Act.
