The following persons shall not be eligible to be appointed to the post of Executive Director or to hold such post: 0
(a) Not qualified under sub-section (3) of section 23,
(b) having attained the age of seventy-five years,
(c) Convicted of corruption, extortion, human trafficking and trafficking, drug sale, distribution and trafficking, money laundering, passport misuse, kidnapping related offenses or other criminal offenses showing moral turpitude or sentenced to life imprisonment or twenty years or more imprisonment for any offence. Punishment and such judgment is final,
(d) _ Blacklisted according to prevailing law,
(e) In the marriage of a moneylender, (f) Obtained a residence permit of a foreign country, Explanation: For the purposes of this section, "permanent residence permit" means a diversity immigrant provided to a Nepali citizen by a foreign country to reside permanently in that country with or without any conditions. Visa (D.V.), Permanent Resident Visa (PR) or Green Card should be referred to. The term also refers to the permanent residence permit of any name given to Nepali citizens to reside abroad permanently.
(g) Unable to perform due to physical or mental illness.
