(1) There shall be one Executive Director as the administrative head of the Council.
(2) There will be a recommendation committee as follows to submit a recommendation to the Government of Nepal for the appointment of the Executive Director. (a) Secretary, Ministry of Agriculture (b) Two eminent agricultural scientists other than the members of the Council appointed by the Government of Nepal (3) The recommendation committee as per sub-section (2) shall recommend three persons from among competent and senior scientists working under the Agricultural Research Council for appointment to the post of Executive Director and the Government of Nepal shall appoint one of those persons to the post of Executive Director. However, if a suitable person is not available for appointment among the scientists working in the council, the position will be filled through open competition.
(4) The qualifications of the persons to be recommended for the post of Executive Director shall be as follows:-
(a) At least a master's degree in agricultural related subjects and having at least ten years of experience in agricultural studies and research work.
(b) Publication of works on agricultural research.
(5) The term of office of the Executive Director shall be four years and he may be reappointed for another four years. But if his work is not satisfactory, the Nepal government can remove him from the post before the end of his term on the recommendation of the council.
(6) The arrangements regarding the executive director's remuneration, service conditions and facilities shall be as prescribed.
