(1) The main responsibility of implementing and implementing this Act shall be the Ministry.
(2) To ensure the implementation of this Act, the Ministry will take the assistance of other ministries as necessary.
(3) For the purpose of implementing this Act, the functions and powers of the Ministry shall be as follows:-

(a) To issue regulations to implement this Act,
(b) To consult with governmental and non-governmental bodies to ensure the implementation and full compliance of the provisions of this Act and the rules issued under this Act,
(c) to enforce this Act,
(d) To do other similar work necessary or related to achieve the purpose of this Act.
