(1) A person who wants to conduct a coaching class should submit an application to the District Education Office for permission to open the class and subject to be taught.
(2) If an application is received in accordance with sub-rule (1), the District Education Officer may permit the applicant to conduct coaching classes subject to the necessary conditions.
(3) Before obtaining permission according to sub-rule (2), the concerned person shall deposit fifty thousand rupees in the bank designated by the District Education Officer.
(4) If the permit holder does not conduct coaching classes as per the conditions, the District Education Officer may cancel such permit at any time. But before canceling the permission in this way, the concerned person should be given an opportunity to submit his explanation.
