Rule 6
Expenditure procedure

(1) The amount of the fund shall be spent only on the work or purpose prescribed by sub-section (1) of section 13 of the Act. In order to spend on that work or purpose, the following procedures should be completed:-

(a) Considering the condition of the fund and the amount received in the fund, the secretariat will prepare the annual program of the ongoing plan and the new plan for the work to be done from the fund and the amount to be spent on it. The annual budget should be prepared and submitted to the committee at least two months before the beginning of the financial year.
(b) While preparing the program and budget of the fund according to clause (a), a decision must be made by the committee after considering the feasibility study of any proposed plan, the return from that plan based on economic and technical suitability.
(c) For the plan proposed in accordance with clause (b), the plan must be approved after a detailed survey, drawing, design, cost estimate and the time required to implement the plan have been determined.

(2) Sub-rule (1) Regardless of what is written in the committee, the committee may add or modify the approved program as needed.
(3) A copy of the agreement should be sent to the Ministry of Finance and the Auditor General's office within seven days after the foreign aid agreement is signed.
(4) Regardless of what is written elsewhere in this regulation, when the money collected in the fund from foreign aid is spent for any work or purpose, it must be done in accordance with the agreement with the donor.
