(1) If there is reasonable cause to believe that a person has committed an offense under this Act or is in unauthorized possession of a classified document, the Government of Nepal may issue a warrant to arrest such person or at any time may enter the person's house and search his house or his life or his goods and seize the goods related thereto.

(2) In the case of sub-section (1) if there is a possibility that the offender will escape or the evidence of the offense will disappear, Nepal The government can arrest such a person even before a warrant is issued and can enter any real estate for that purpose at any time. If such an offender tries to escape by any vehicle, the Government of Nepal can stop such vehicle at a place or stop it.
