Section 86A
The period of absence does not count towards the period of service

(1) Employees who are absent from their office without taking leave will be fined and will be punished by departmental punishment. The period of such absence will not be counted in his service period.
(2) Employees who are absent for a period of more than sixty consecutive days without approval of leave shall not be made to appear.
(3) If an official makes an employee appear contrary to sub-section (2), departmental action will be taken against such official, and the salary and allowances received by that employee will be collected from the official who made the appearance in the same manner as government dues.
