Rule 24A
Appointment and number of watchmen, naikes and watchmen

(1) For the purpose of taking assistance in the internal management of the jail, the jailer may appoint the following number of watchmen, naiks and sanaiks from among the inmates of the jail -
(a) One each for male and female jails in each jail and one watchman each for each jail with a separate compound a) One each for the building,
(b) Twenty-five prisoners equal to one Nike and
(c) Ten prisoners equal to one Sahanaike.
(2) According to sub-rule (1), while determining the number of watchmen, naikes and sahnaikes, the number of prisoners of Ashad Masant should be taken as the basis and the jailer should send the details along with that list to the prison management department.
(3) Notwithstanding anything contained in sub-rule (1), a person who has escaped from imprisonment once, has been re-arrested and is in custody, has been involved in the escape of a prisoner or a prisoner, has tortured another prisoner or a prisoner, has behaved badly and is released from imprisonment in the middle of the same financial year. The prisoner in the condition shall not be appointed as Chowkidar, Nike and Sahnaike.
(4) If it is found that Chowkidars, Naiks and Sahnaike have physically tortured other prisoners or detainees and taken any kind of unfair advantage from other prisoners, the Jailer shall immediately remove such person from Chowkidars, Naiks and Sahnaike.
