(1) The responsibility for managing hazardous substances shall lie with the person or organization that produces such hazardous substances.
(2) During the collection, storage, processing, sale, distribution, disposal or transportation of hazardous substances, the concerned person or organization shall manage them properly so as not to adversely affect public health and the environment.
(3) According to sub-section (1), the concerned person or organization shall manage the hazardous substance at their own expense.
