Rule 98
No appointment or transfer of teachers in places where there is no vacancy
(1) No person or teacher should be appointed or transferred to a school where there is no vacant teaching post.
(2) No teacher of another subject should be appointed or transferred in a school that does not have a teacher of the subject mentioned in schedule-12.
(3) If anyone appoints or transfers any person or teacher contrary to sub-rule (1) or (2), the amount spent for salary allowance for such teacher shall be recovered from the appointing or transferring authority.
