(1) The posts in the health service will be created as prescribed.
(2) When preparing an organizational structure for the establishment of a new government office, when creating a new position or revising or modifying the existing organizational structure and positions, the program, workload, nature of work, and the reasons for adding the positions, and the rationale and available human resources. Based on this, the Ministry will have to conduct an organization and management survey and send it to the General Ministry with the consent of the Ministry of Finance. However, in the case of changes in the organization structure and posts without creating a new post, the organization and management survey of the changed organization structure and posts can be submitted.
(3) Based on the consent received as per sub-section (2), the Ministry of General Administration shall evaluate it and submit it to the Government of Nepal, Council of Ministers for approval within thirty days.
