(1) In each district, there shall be a Rate Fixing Committee consisting of the following members to determine the rate of construction materials and transportation, the rent of machines and equipment and the wages of workers to be applied to the entire district or to any part of the district separately:-
(a) Chief District Officer - Chairman
(b) One member of the District Coordination Committee appointed by the District Coordination Committee (c) District Coordinating Officer - Member
(d) Chief, Treasury and Controller of Accounts Office - Member
(e) Representative, Nepal Construction Professionals Federation - Member
(f) Representative, Chamber of Commerce and Industry - Member
(g) Technical staff appointed by the Chief District Officer - Member-Secretary
(2) The rate determination committee shall determine the rate of construction materials or transportation on the basis of prevailing market rate. The rate determined in this way should be determined by the end of June. But in any financial year, if the rate of construction materials or transportation increases by more than ten percent from the previous price, the committee can determine accordingly.
(2a) While determining the rate according to this rule, the rate determined by the rate determination committee of the district bordering the district shall also be taken as a basis.
(3) The Rate Determination Committee shall also determine the transportation rates of the transportation vehicles in use in the district every year.
(4) The relevant Chief District Officer shall send the notification of the rate determined in accordance with this rule to all the offices within his district and report it to the Public Procurement Monitoring Office, the Auditor General's Office and the relevant Treasury and Accounts Controller's Office.
(1) The procedure for the rate determination committee meeting shall be as determined by the committee itself.
