(1) In order to protect the sovereignty or integrity of the State of Nepal or to maintain friendly relations with friendly countries, to maintain peace and security, to prevent any act of criminal conviction according to the prevailing law, or in other cases as specified, the controller deems it necessary to file the private key with the client, explaining the reasons. If given, such customer should immediately file that private key with the controller.
(2) The controller shall not inform any unauthorized person about the private key filed under sub-section (1).
