Section 143
Power to make rules
(1) The Government of Nepal may make necessary rules for the implementation of the purpose of this Act.
(2) Rules may be made in the following matters related to the Nepali Army without adversely affecting the generality of the rights given by sub-section (1):-
(a) In matters relating to appointment, leave, promotion, reduction in rank, retirement, dismissal and other conditions of service,
(b) In matters relating to immunity and facilities,
(c) in matters relating to the operation of welfare funds,
(d) In matters relating to the investigation, investigation, detention of the accused and filing of cases,
(e) In matters related to the constitution, dissolution, suspension, opening, jurisdiction, procedure, trial and retrial, judgment or execution of the military court,
(f) In matters relating to the determination of the manner of battlefield punishment,
(G) Regarding the constitution of the Court of Inquiry, procedure, manner of swearing by such Court and record of witness evidence,
(h) In matters relating to the provision of assistance to dependents and its execution,
(i) In matters relating to waste and waste of vekamma or vechalti goods,
(j) Regarding the arrangement of salary, allowance and other amounts of fugitives,
(k) In matters relating to the administration, supervision, management of military prisons and conditions of service of prison officers,
(l) In matters relating to the security, discipline, special labor, employment of prisoners, punishment and remission of punishment for offences,
(d) In matters relating to arms, ammunition and other military material, khatan patan, hastewari giving, minha and junk,
(l) In matters related to the amount spent on intelligence work, the amount spent from the revolving fund and the amount spent for upcoming work,
(n) In matters relating to entertainment grants,
(p) In matters relating to action on saffron,
(th) In matters relating to the provision of military hospitals,
(d) In matters relating to military donations and awards,
(d) In matters relating to the appointment of Prad Viwak,
(N) In matters relating to air transport and aircraft handling groups,
(p) Parachute folder on matters relating to women (f)Regarding defense financial procedures and daily and visiting allowances,
(b) In matters relating to gratuity, pension and other benefits,
(b) In matters relating to short service,
(i) In matters relating to military medical facilities,
(y) in matters relating to accounting groups,
(r) in matters relating to military police,
(l) In matters relating to military expertise,
(v) In matters related to the appointment of ex-servicemen.
