Rule 16
Grant or cancellation of letter of appointment

(1) In the gazetted position of the Legislature-Parliament Service, the Secretary General will issue the appointment letter as per the decision of the Committee, and in the non-gazetted position as per the decision of the Secretary General, the Secretariat Secretary will issue the letter of appointment.
(2) According to sub-rule (1), the date of reinstatement may also be specified while giving the appointment letter to the employee. If a specific date is set for reinstatement, on that date and if no date is specified, the employee concerned shall reinstate within thirty-five days from the date of acceptance of such appointment letter excluding the travel period.
(3) The authority may cancel the appointment of an employee who does not return within the said period, except if he/she provides the information within the time limit as per sub-rule (2) of circumstances beyond his/her control. The information that the appointment letter has been canceled should be given to the Public Service Commission.
