may create and enforce guidelines, procedures or standards (1) The Government of Nepal may, subject to this Act and the regulations made under this Act, make and implement guidelines, procedures or standards in the following matters as necessary to ease and simplify the operations related to industry administration:-
(a) Registration and Regulation of Industries,
(b) To promote indigenous production,
(c) incentives, discounts, facilities or concessions provided to industry,
(d) relating to sick industries,
(e) in respect of industrial areas, industrial corridors, industrial clusters and industrial villages,
(f) Operation and Management of the Fund,
(g) Use of electronic means in service delivery,
(h) Automated Process of Investment Approval,
(i) Operation of Nepal Business Forum,
(h) Relating to Single Point Service Center Operation,
(k) Regarding professional social responsibility.
(2) Regardless of what is written in sub-section (1), the Ministry may create and implement necessary operational procedures (standard operating procedures) in relation to the process of electronic service delivery.
