Policies

6. Policies

To achieve the objectives of the National Youth Policy, the following policies will be authorized:-

(1) To develop the youth as a driving force for change and sustainable development for the nation, nationality, national unity, national Programs will be conducted to understand the basic principles and values ​​of integrity, democracy and human rights.
(2) Giving high importance to the role of the youth in the process of transformation of the country's economic, social and governance systems, the involvement of the youth in the process will be promoted.
(3) The youth will be encouraged through economic, social, political and cultural empowerment to make a meaningful contribution to the policy making of the state.
(4) Emphasis will be placed on the implementation of international youth commitments, including the Millennium Development Goals, while making the youth aware of global interconnectedness.
(5) Special programs will be conducted to transform the youth into hard-working, active, innovative and creative forces of the society, to be accountable and responsible to the society and to remain committed to the democratic system.
(6) Considering the needs of the youth, special emphasis will be given to conduct programs aimed at the youth who are looking for education and career opportunities.
(7) Awareness programs will be conducted to develop morals, character traits and discipline among the youth, making them aware of their responsibility towards the state and society and developing culture of respect towards labour.
(8) A policy of mobilizing the youth will be taken to eliminate problems such as poverty, illiteracy, untouchability, stigma, discrimination and heterogeneity in the society.
(9) In collaboration with private and non-governmental organizations and local bodies, the youth will be developed as the driving force of social change.
(10) Various programs will be conducted to prepare conscious youth free from deviations in economic, social, cultural and political fields.
(11) All castes, DharAn environment conducive to the use of diversity will be created by creating equal opportunities for the empowerment and development of youth of different races, genders, classes and regions.
(12) Young talents who have made special contributions in various fields of public life will be honored with state awards.
(13) In order to institutionalize and empower the search for youth talent to develop the inherent talent, skills and abilities of the youth to be used in the productive sector, proper investment will be made for the development of their knowledge, skills and abilities with the participation of the private sector.
(14) Various programs will be conducted to develop entrepreneurship among the youth.
(15) Giving information about the geographical, social and economic conditions of the country, priority will be given to programs that involve youth in the development of the nation as volunteers.
(16) Appropriate opportunities for quality education, training, study and research will be created and developed to develop the role and potential of youth in national development.
(17) To develop positive and scientific ideas and thinking among the youth, the activity of the youth will be increased through the youth mobilization program by creating a study, research and youth-friendly environment.
(18) An environment will be created to prevent talent flight by creating career development opportunities for talented young people from different fields within the country.
(19) Involvement of youth in creative fields like literature, art, culture, music, acting and sports will be encouraged. Emphasis will be placed on increasing national pride through encouragement to the youth involved in this sector.
(20) By commercializing, modernizing and scientificizing sports, it will be taken as an integral part of development and the youth will be able to compete internationally through the mobilization of appropriate resources. (21) A system will be developed to coordinate the programs conducted for the youth from various agencies of the state in an integrated way.
(22) Enhance youth access to healthPrograms to promote health awareness will be encouraged.
(23) Social efforts will be targeted towards the development of positive thinking and culture among the youth, freeing Nepali youth from addictive and anti-social activities that are expanding globally.
(24) Programs will be conducted by giving special priority to the youth in priority groups and special priority groups in the service facilities provided by the state. In order to implement the presented policy, the following strategies will be adopted in accordance with the regional policies of the state: (1) Basic rights of living:-
(a) Programs shall be conducted in a coordinated manner to establish the rights of youth to grass, housing, cotton, education, health, employment and security.
(b) The right to live with self-respect in an environment free from discrimination on the basis of caste, caste, profession, language, religion, region, gender and disability shall be ensured for the youth.
(2) Education :-

(a) By gradually making education up to the higher secondary level free and compulsory, the youth's access to higher education will be ensured.
(b) By making education scientific, practical and skill oriented, it will be linked with labor and enabled to earn a normal livelihood after the entry level education.
(c) Emphasis on Nepal's water resources, forest resources, tourism resources, agriculture, animal husbandry, herbs, etc., technical training centers will be established and technical manpower will be prepared.
(d) The study of higher education will be made easy and accessible for the talented youth and special programs will be conducted targeting special priority groups.
(e) Educational programs will be conducted to make them oriented towards sustainable peace, nation, nationalism, democratic values, rule of law, civil rights and responsibilities.
(f) Arrangements for special scholarships will be arranged to promote the education opportunities of youth belonging to special priority groupsis.
(G) Educational programs will be conducted to develop the necessary skilled manpower in the national and international labor market. In addition, a special educational program will be conducted targeting young people involved in the foreign labor market.
(h) A program will be conducted to provide practical knowledge to young people who are studying or have completed their studies in higher education and participate as volunteers in the development of rural areas.
(i) Necessary skill training and literacy programs will be conducted for youth deprived of formal education.
(j) In order to utilize Nepal's natural resources, skill training centers will be established and training will be provided in the fields of tourism, domestic industry, agricultural industry, while the investment in education from the government and non-government sectors will be appropriated in the fields of agriculture, tourism, animal husbandry, forestry, herb production and processing, hydropower, etc. It will be focused to develop the technology.
(k) Initiatives will be taken to arrange special education targeting youth who have dropped out of formal education due to various reasons including conflict, neglect and lack.
(3) Health and family welfare:-
(a) Access to health information for the youth will be maintained by facilitating the basic health services of the youth.
(b) Health education will be included from the elementary level curriculum and trained about clean drinking water, healthy lifestyle, nutrition, healthy environment, risk-free work etc.
(c) The youth will be encouraged to adopt safe and positive sexual behavior by providing education on sexual health safety and freeing them from all types of sexual violence. A strategy will be taken to protect from it. In addition to this, running special counseling service centers for infected youth, regularly providing anti-retroviral drugs in an accessible manner and freeing the infected youth from all kinds of social discrimination by giving skillful education and respected in the society.A comfortable living environment will be prepared.
(e) Health counseling service centers will be established to free the youth from dangerous diseases.
(f) In order to protect the food rights of the youth and save them from malnutrition, they will be trained to develop healthy habits that pay attention to diet and hygiene.
(G) Youth affected by hunger and malnutrition will be identified and targeted special programs will be conducted.
(h) A Youth Information and Counseling Center will be established to provide psychological and other sensitive counseling to young people on matters related to married life.
(i) On behalf of the state, initiatives will be taken to arrange health insurance to protect the health rights of the youth (j) The youth will be trained in coordination with health institutions on issues such as family planning, maternal and child care, maternity rights, and child birth.
(k) Establishing the reproductive rights of women, a special program will be conducted to improve their reproductive health status.
(l) A program will be conducted to establish the care of pregnant and delivery conditions as the responsibility of the state.
(D) Nationwide awareness programs will be conducted to improve the mental health of the youth, and the youth will be made aware of mental health.
(d) Special targeted programs will be conducted for the treatment and rehabilitation of youth suffering from mental illness.
(4) Social security:-
(a) The issue of providing social protection to the unemployed youth will be taken forward on the basis of study until employment arrangements are made.
(b) Arrangements will be made to provide counseling services for the youth in the fields of health, vocational development, etc.
(c) Public opinion will be prepared against domestic violence and sexual violence by encouraging the family life of young people to be easy and harmonious.
(d) The youth will be mobilized to end bad practices such as child marriage, polygamy (e) Social security for youth belonging to special priority groupsPriority will be given to school subjects.
(5) Employment :-
(a) Emphasis will be placed on the development of rural and agricultural industries by providing entrepreneurship and other vocational training to increase employment.
(b) Initiatives will be taken to develop the establishment of financial institutions as needed for the development of professionalism and entrepreneurship among the youth and the creation of employment. To develop entrepreneurship among young people with technical knowledge and skills, a program will be conducted to provide youth friendly loans and seed capital on the basis of certificates.
(c) Emphasis will be placed on preparing young manpower to meet the needs of the labor market while reducing the mismatch between labor market and labor force production.
(D) To attract the youth to public service, a suitable strategy will be prepared and the necessary facilities will be arranged.
(E) Youth will be encouraged to establish cooperatives in villages and cities for economic and social transformation.
(f) By providing agricultural implements, seeds, etc., for the modernization and commercialization of the agricultural sector, loans will be provided as needed and employment in that sector will be encouraged.
(g) Establishing "Youth Employment Promotion Center" and expanding youth employment program to the local level in a coordinated manner.
(h) To modernize the traditional professions, by increasing the interest among the youth, encouraging and respecting the youth involved in that field, a suitable environment will be created to manage the market. A special program related to promoting competence and skills will be introduced in them.
(i) An environment for self-employment and entrepreneurship will be created for the skilled youth working in foreign employment.
(j) Before going to foreign employment, the program of sending the youth to work within the country by giving them formal and technical training according to the demand of manpower will be extended.
(k) Necessary mechanisms will be created to solve the various problems of the youth in foreign countries and the youth will be saved from being cheated in the name of foreign employment.
(l) Qualitative and dignified foreign employment for womenEmphasis will be placed on security and employment programs to ensure.
(d) To promote youth employment, an employment-related action plan will be made and implemented gradually.
(d) Taking appropriate measures to compensate the youths who died, were disabled, were subjected to physical and mental abuse and discrimination in the course of foreign employment, a program will be carried out to rescue them and rehabilitate them in Nepal.
(N) Initiatives will be taken to protect the labor rights of young people who have been wronged, detained, jailed, fired, unable to get service facilities for various reasons by providing legal services through the relevant Nepali embassy.
(p) Eight hour working day and minimum wage rate for young laborers will be determined and made effective and physical and mental exploitation and discrimination against young laborers in the workplace will be ended.
(h) Emphasis will be placed on the development of working youth by promoting programs that establish labor rights while guaranteeing safe, healthy and dignified work.
(D) The program will be conducted in a manner consistent with the safe and decent work policy to free the youth from hazardous work.
(d) Legal and social initiatives will be taken to end all forms of bonded labor.
(N) The system of equal pay for equal work shall be implemented.
(6) Youth empowerment and leadership development:-
(a) Youth awareness and orientation programs will be conducted for the economic, social, political, and cultural empowerment of the youth.
(B) Programs will be conducted through local bodies to develop the personal and social capacity of the youth.
(c) Youth exchange, study tour, country visitation and youth camp programs will be conducted to give the youth the experience of home and abroad.
(d) A program will be conducted to honor the youth who have earned fame by doing creative work at the national and international levels.
(e) To develop a culture of equality, justice and cleanliness and to positively change the attitude of the youthAwareness and public awareness campaign will be conducted.
(f) Special programs will be conducted to enhance the capacity of organizations and organizations led by youth.
(G) A counseling and service center will be established for the moral development and leadership development of the youth (7) Participation and mobilization:-
(a) The meaningful participation of the youth in Nepal's peace process, state restructuring and constitution making and subsequent nation building activities will be enhanced and the leading role of the youth will be emphasized in its implementation.
(b) Promotional programs will be conducted to create an environment that ensures youth participation in international forums.
(c) Youth will be preferentially involved in the processes of policy making, plan making and implementation.
(D) A program related to business creation will be conducted to develop entrepreneurship among youth.
(e) Motivational programs will be conducted to make the youth actively participate in the policy making and decision-making processes of the economic sector.
(f) Programs will be conducted to mobilize the youth in the balanced use of the country's natural resources while maintaining access to the community.
(g) Meaningful participation of youth in social processes at every level will be promoted.
(h) A policy will be made to involve youth in school management, road construction, community management, and various community-based organizations for social development.
(i) Responsibility promotion programs will be conducted to make the youth responsible towards the society and operate as carriers of social transformation.
(j) An environment of social accountability and responsibility will be created by making the youth active participants in social programs as stakeholders.
(k) Since the youth are the conductors of culture and culture, the common Nepali youth will be freed from cultural deviations and will be made to participate in the creation of a people-oriented and progressive culture.br> (l) The youth will be mobilized in awareness programs to establish a people-oriented and democratic culture by mobilizing the general youth against the culture of untouchability, jhuma, deuki, wadi, kamarakmari, halia, huruwa, kamaiya, daijo, chhaupadi system.
(d) Youth will be mobilized as volunteers in various aspects of social service.
(d) To develop a culture of equality between women and men, awareness programs will be conducted by mobilizing youth (n) The youth will be mobilized strongly against social and cultural evil and bad culture for the sake of hygiene and virtue by creating an environment for building and developing correct ideas and positive attitudes.
(i) The policy will be adopted to train the youth and contribute to the economic, social transformation and development of the country as volunteers, and to mobilize the youth in disaster, accident and emergency relief work in the state.
(th) Youth will be mobilized in the development and promotion of democratic values ​​and culture.

(8) Art, culture, sports and entertainment: (a) The youth will be trained and mobilized to protect and promote the various art and cultural heritages in Nepal.
(b) In order to motivate the youth to serve the nation and the people, emphasis will be placed on developing the sports field in an institutional manner in a manner that increases the pride and prestige of the nation, taking into account the mental and physical health of the people.
(c) For the development of sports, arts and literature, a policy will be adopted to provide regular training in a planned manner from the school and campus level and to develop national level sportsmen, artists and writers through healthy competition.
(d) To encourage various literary organizations, cultural groups, theater congregations, sports clubs, programs will be conducted to provide attractive prizes, honors and financial and material facilities.
(e) Training, competition and encouragement to increase interest in sports, creativity and expressive arts among the youth.In addition to endurance, the pride of the nation will be increased by increasing competitive participation in international competitions.
(f) Local bodies will be mobilized to develop cultural, arts and sports by encouraging the opening of cultural and sports centers at toll, village, city and district levels.
(G) Various competitions will be organized to expand women's participation in sports.
(h) Recreational activities will be promoted by conducting friendly games among disabled youth.
(9) Drug addiction control:-
(a) The government, private sector, political organizations and non-governmental organizations will be widely mobilized to conduct preventive and remedial programs to discourage addiction and disorder among the youth.
(b) Counseling and rehabilitation centers will be operated to rehabilitate youth who use drugs.
(c) Programs will be conducted to facilitate the social life of drug users by providing them with rehabilitation and employment.
(d) Youths under 18 years of age will not be allowed to buy and sell alcoholic and tobacco products. (10) Human smuggling and human trafficking control: (a) The legal system will be enforced more strictly to stop the trafficking of Nepalese youths in different countries.
(b) Necessary arrangements will be made to prevent Nepalese youths from going abroad to illegal and unsafe destinations (c) In addition to conducting special programs to prevent human trafficking within and outside the country, especially women trafficking, special priority for education and employment will be given to communities at risk.
(d) By making special arrangements to return the youths who have been trafficked and cheated in the name of foreign employment to Nepal, an environment will be created where they can live easily in the Nepali society.
(e) Youths, especially women, will be organized and mobilized in the prevention and control of human trafficking and trafficking in the international border area.
(11) Environmental protection and sustainable developmentYouth participation:-
(a) Training programs on environment protection will be conducted for youth to prevent global climate change, increase in temperature, space pollution, climate pollution, uncontrolled overexploitation of natural resources.
(B) Programs will be conducted to involve the general youth in environmental protection, development and promotion.

(C) Programs to increase the participation of youth groups in sustainable development and environmental protection will be given priority.
(12) Access of youth to science and information technology:-
(a) An environment will be created to encourage special young talents in the field of science and technology and give them a respectable place in the country by arranging study and training abroad.
(b) Special scholarships will be arranged to attract talented youth in the development of modern technology in the fields of utilization of resources, agriculture, animal husbandry, herb production and processing, hydropower etc.
(c) The program will be conducted in a coordinated manner to maintain the access of the youth in rural areas to information and communication technology.
(D) Information technology related training will be conducted for the youth who are in the special priority group.
(e) In the era of globalization, programs will be brought forward to prepare the common Nepali youth to compete in the global market by making them skilled in information and communication technology.
(13) Freeing the youth from involvement in crime and violence:-
(a) Special programs will be conducted to discourage youth involvement in various forms of violence.
(b) Special arrangements shall be made to discourage the involvement of youth in criminal, illegal and anti-social activities.
(c) Programs will be conducted in a coordinated manner to rehabilitate youth involved in crime, violence, illegal and anti-social activities after reformation and to create an environment of easy living in society.

(14) Youth participation in sustainable peace-building and conflict resolution: > (a) Peacekeeping, ReconciliationMeaningful participation of the youth will be ensured in the process of investigation and verification.
(B) Youth associations/organizations and institutions will be made participants in peace-making and conflict resolution.
(c) Programs to train and operate youth will be promoted to reduce divisions on the basis of class, race, language, region and gender. Youth will be encouraged to maintain national unity while respecting diversity.
(15) Samavikas :-
(a) To implement the policy of social inclusion, a special program will be conducted targeting the youth who are in the special priority group.
(b) Identifying the talents of poor youths who have gone through economic hardships, the state will launch programs to support their development.
(c) The youth who are in the priority group for study and scholarship and who are below the poverty line will be brought into the national mainstream through the program of positive discrimination.
(D) Educated and capable youth will be mobilized as facilitators to promote education for youth in priority groups and special priority groups. (16) Special group priorities: - (a) Convenient schools and educational centers will be established by adopting special teaching methods so that the youth with disabilities can receive education easily. By providing skilled and professional education according to their ability, the jobs that can be performed by disabled people will be identified and necessary arrangements will be made. Arrangements will be made to make places or services such as public transport, buildings, toilets etc. disabled friendly. In addition, arrangements will be made to provide support materials needed by disabled youth in an easy and accessible manner.
(b) Conducting treatment and rehabilitation programs for at-risk youths, providing them with skill and professional education and providing them with proper employment, a policy will be adopted to rehabilitate them in the society.
(c) Arrangements for giving special priority to conflict victims in the fields of education, health and employmentReconciliation programs will be launched. Also, programs for proper management of employment will be conducted by arranging skill-based training.
(d) Special programs will be conducted to maintain access to natural, social, cultural and traditional resources of the minority and marginalized youth. Also, special emphasis will be placed on the preservation, promotion and modernization of traditional professions and skills. In the field of education, health and employment, the youth of this group will be given special priority and will be empowered and integrated into the mainstream of national development.

(17) Partnership:-
(a) To develop the youth community, various programs will be conducted in partnership with the government, local bodies, youth associations, donor communities, non-governmental organizations and the private sector.
(b) Appropriate programs will be conducted to implement the commitments made by Nepal at the international level.
(c) Non-resident Nepalese youth will be attracted to invest in Nepal by creating suitable investment policies and environment (d) In partnership with government and non-government agencies, a fund will be established as needed to partner with youth in the field of peace and development and conduct youth-related programs.
(E) Arrangements will be made to conduct programs for youth development by allocating a certain budget to the programs run by the local bodies.
(f) Programs will be conducted to encourage investment in the areas prioritized by this policy
