3. Definition

For the purpose of this policy:-

(1) “Youth” means women, men and third gender in the age group of 16-40 years.
(2) "Priority group" means women, tribals, tribals, Dalits, Madhesi and youth in backward areas.
(3) "Special priority group" means disadvantaged, at-risk youth, disabled youth and marginalized minority community youth.
(4) "Conflict victimized youth" refers to the families of victims who died in the armed conflict in Nepal from 2052 to November 5, 2063, and those who were disabled and displaced.
(5) "Youth at risk" refers to HIV-AIDS infected, trafficked, drug users, sex workers, street, free-earning families and youths involved in foreign employment in unsafe destination countries.
(6) "Youth with disabilities" means youths with all kinds of physical and mental disabilities.
(7) "Youth of marginalized minority communities" refers to other youth who are deprived of state and non-state service facilities, marginalized and unable to come into the mainstream of national development due to geographical hardship, ethnic, linguistic, cultural, regional, class and gender.
