(1) The Government of Nepal can identify the areas that emit greenhouse gases and determine their national base level (reference level).
(2) Regarding the national base level determined according to sub-section (1), the Ministry will periodically monitor and publish updated information.
(3) Ministries, provincial governments and local levels can conduct necessary programs for mitigation.
(4) The Ministry may measure or cause greenhouse gas emissions to be measured.
(5) Other arrangements related to mitigation shall be as prescribed.
