(1) If the Vice-Chancellor, Head of Education, Registrar or the Chairman of the Service Commission has not fulfilled the responsibilities of his position, has not worked honestly or has not behaved in accordance with the position, if one-third of the members present in the Assembly submit a written request to the Chancellor to remove him from the position, the Vice-Chancellor, under the chairmanship of a member of the Assembly, and a member of the University Grants Commission, Education, Science and Technology A three-member investigation committee headed by the secretary of the ministry will be formed.
(2) The inquiry committee formed according to sub-section (1) shall conduct the necessary inquiry and submit its report to the Chancellor within thirty days.
(3) After receiving the report as per sub-section (2), the chancellor shall present the said report to the assembly.
(4) If at least ninety-one percent of the total number of members of the Assembly decide to remove the Vice-Chancellor, Head of Education, Registrar or the Chairman of the Service Commission from the position during the discussion on the report submitted under Sub-section (2), the Chancellor shall remove the Vice-Chancellor, Head of Education, Registrar or the Chairman of the Service Commission from the position. But he shall not be deprived of the opportunity to submit a clean-up before such removal.
(5) Allegations against the Vice-Chancellor, Principal, Registrar and other officials of the University except for the Chairman of the Service Commission as per sub-section (1): The procedure to be followed in case of investigation or removal from office shall be as prescribed.
(6) According to this section, if an investigation is started against any official, the final decision must be made within six months. Until such a final decision, he will not be able to work in the position he is holding.
(7) The Vice-Chancellor may assign responsibilities to senior officials of the University to carry out the daily work performed by the officials under sub-section (6).
