Section 28
Removable
(1) If one-fourth of the members present in the Assembly submit a written request to the Vice-Chancellor to remove the Vice-Chancellor, Registrar or Dean from their position, stating that they have not fulfilled their duties as per their position or that they have not behaved in accordance with their position, the Vice-Chancellor, under the chairmanship of a member of the University Grants Commission and Education, A three-member investigation committee will be formed with the secretary of the Ministry of Science and Technology.
(2) The investigation committee constituted as per sub-section (1) shall conduct the necessary investigation and submit its report to the Chancellor within thirty days.
(3) After receiving the report as per sub-section (2), the chancellor shall present the report to the assembly.
(4) During the discussion on the report submitted in accordance with sub-section (2), the Vice-Chancellor, Registrar or Dean shall be removed from office by the Vice-Chancellor if more than fifty percent of the members present in the meeting decide to remove him/her from office. But before such removal, he shall not be deprived of the opportunity to submit an explanation.
(5) If an investigation is started against an official according to this section, he shall not be allowed to work in the position he is holding until the final decision is made.
(6) Except for the Vice-Chancellor, Registrar or Dean, the procedure to be followed in the investigation or removal of any other official of the University on the charge under sub-section (1) shall be as prescribed.
(7) The Vice-Chancellor may assign responsibility to any official of the University to carry out the daily work of the official under sub-section (6).
