Section 2
Definition
In this Act, unless the subject or pres
(a) "Industrial waste" means harmful and polluting waste discharged from industrial establishments.
(b) "Industrial establishment" means any company, industry, firm or any other body established in accordance with prevailing laws for the purpose of conducting any industry, business or service.
(c) "Container" shall mean a receptacle, box, bucket or any other similar object placed in a fixed place for the purpose of collecting refuse and the term shall also refer to a vessel kept for the production of compost.

(e) "Transportation" shall mean the act of taking decomposed solid waste from the production site to the collection center and from the collection center to the transfer center or from the transfer center to the solid waste management site or the place designated by the local level.
(f) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
(g) "Minimization" means the act of reducing the amount, size or impact of waste by using any technique or measure.
(h) "Disposal" means the act of depositing or removing waste from the place of production to a place designated by the local level.

(j) "Pollution" means activities that directly or indirectly affect the environment through the combination of solid, liquid or gaseous substances coming out of waste, causing significant damage to the environment or harming the beneficial or useful purposes of the environment.
(k) "Affected Area" means the area mentioned in the Preliminary Environmental Test and Environmental Impact Assessment Report of the waste management site.
(l) "Processing" means the process of managing waste by changing its form or quality and preparing any other useful product, producing fertilizer, gas, energy or other goods.
(d) "Processing site" means a place where waste is processed and operated for the production of fertilizer, gas, energy or other goods.
(d) "Recycling" means the act of converting the collected garbage into raw material and developing it into a useful item and bringing it back into use through the use of technology.
(n) "Waste" means domestic waste, industrial waste, chemical waste, health institution waste or harmful waste and the term means any solid, liquid, gas, which is not immediately usable, thrown away or decomposed, discharged in such a way as to degrade the environment. Lead, smoke, dust, substances including materials used for electronic and information technology or other similar items or posters, pamphlets posted in public places without authorization and other items designated by the Government of Nepal from time to time as garbage by publishing notices in the Nepal Gazette.
(p) "Waste Management Site (Sanitary Landfill Site)" means a site designated by the local level for disposal or processing of waste.
(l) "Littering" means the act of picking up garbage from production sites, littering from house to house, increasing garbage in public places, piling it, uprooting weeds and removing posters and pamphlets that have been put up in public places without permission.
(d) "garbage disposal and transport equipment" means means, equipment or tools used for the purpose of waste disposal and transport.
(d) "Post-closure management" means the actions taken to maintain the environmental balance of the area after the disposal of waste has stopped at the waste management site.
(N) "Ministry" means the Ministry of Federal Affairs and General Administration of the Government of Nepal (c) "chemical waste" means human waste from any source or process that cannot be used in situ;All chemical substances that have an adverse effect on life, animals and the environment, including water, or any solid, liquid, dust, liquid, gas, etc., which have been designated as chemical waste by the Government of Nepal from time to time by publishing a notice in the Nepal Gazette.
(f) "Disposal" means the final disposal and management of waste.
(b) "Decomposing center" means a place designated by the local level to dispose, keep or pile the garbage coming out of the house for a specified period of time, and the term shall also refer to the garbage composter or garbage composting device designated by the local level to come to the house to decompose the garbage.
(b) "Committee" means the Board of Directors of the Center constituted as per Section 29.
(M) "Community organization" means a community-based participatory consumer group, cooperative organization or non-governmental organization established in accordance with prevailing laws for the benefit of the community for the purpose of non-profit making.
(y) "Transfer center" means a place designated by the local level for decomposition of waste before being taken to the waste management site (sanitary landfill site) for disposal.
(r) "Local level" means the concerned metropolitan municipality, sub-metropolitan municipality, municipality or rural municipality.
(l) "Health Institutional Waste" means harmful waste produced and discharged from hospitals, clinics, pharmacies, drug stores, blood banks, pathological laboratories, animal health institutions or health research centers.
(v) "Harmful waste" means variously emitted objects, substances and radio radiation that degrade the natural environment, harm the health of humans and other animals.
