Other functions of the Council except as provided elsewhere in this Act, < span lang="NE" style="margin: 0px; line-height: 115%; font-family: 'Arial Unicode MS','sans-serif'; font-size: 10pt;">Duties and rights shall be as follows :–

(a) Determining the policy regarding the training and research program to be conducted by the training center, < /p>

(b) Making rules of establishment,

(c) To approve the plans and programs of the establishment,

(d) To review and evaluate the progress of the annual program of the institution and annually Approving the budget,

(e) Giving necessary instructions to the Executive Director and Committee,

(f) To create the ranks of employees required for the establishment,

(g) To appoint the necessary personnel for the establishment,

(h) To perform other tasks as specified .
