Rule 5
Subject to be submitted to plenary

(1) Notwithstanding anything contained in Rule 3, the following matters shall be submitted to the Full Court for discussion:-
(a) Matters relating to new arrangements and policies,
(b) Matters deemed necessary to amend the law relating to the administration of justice,
(c) Annual report of the court and report on the inspection of the work done by the subordinate court,
(d) Matters relating to estimates of income and expenditure of own courts and subordinate courts,
(e) Any other matter related to the administration or order of the court that the judge wishes to submit to the full meeting.
(2) If it is necessary to discuss or decide on administrative and other policy matters of the High Court and another bench of its territorial jurisdiction or temporary bench in a full meeting (full court), the Chief Justice may call the court, another bench of such court and the judges of the temporary bench to a meeting.
