Rule 93
Provisions relating to Principals
(1) There will be one principal in each school to act as the academic and administrative head of the school.
(2) The management committee for the appointment of the vacant headmaster position in public schools, in the case of primary level headmasters, at least proficiency certificate level or equivalent in pedagogy, in the case of lower secondary level headmasters, at least bachelor's level or equivalent in pedagogy, and in the case of secondary level headmasters, at least master's level in pedagogy or equivalent. Applications will be invited from among the permanent teachers working at the respective level of the respective schools who have passed the same. However, a teacher who has passed a bachelor's degree in pedagogy or an equivalent examination and has served for ten years at the secondary level will be eligible to be a candidate for the post of principal of the secondary level.
(3) If an application is invited according to sub-rule (2), the concerned teacher can submit an application to the management committee along with a school development proposal within the deadline set by the management committee.
(4) The management committee will send the application with the school development proposal received according to sub-rule (3) to the teacher selection committee.
(5) After receiving the application with the school development proposal according to sub-rule (4), the teacher selection committee shall recommend to the management committee for the appointment of the candidate with the highest score on the basis mentioned in schedule-13. But candidates who do not score sixty marks will not be recommended for appointment to the post of principal.
(6) If a recommendation is received in accordance with sub-rule (5), the management committee itself will appoint such a candidate as the headmaster in the case of a community-run school with an efficiency agreement to complete the indicators written in the school development proposal submitted by him in a timely manner It should be sent in writing to the district education office along with the documents.
(7) By-lawsIf written according to (6), the district education officer will appoint the relevant candidate to the position of principal within fifteen days after making a performance agreement to complete the indicators written in the school development proposal submitted by him.
(8) The term of office of the principal shall be five years and he may be re-appointed to that position.
(9) If it is seen from the report given by the relevant inspector and the recommendation of the management committee that the headmaster has not worked in accordance with the efficiency agreement he has made or his work is not satisfactory or his conduct is bad, the district education officer can remove him from the position of headmaster at any time. But in the case of the principal of a school run by the community, the management committee itself can remove it on the basis mentioned.
(10) Notwithstanding anything written in sub-rule (9), the principal shall not be deprived of a reasonable opportunity to submit an explanation before being removed from office in accordance with that sub-rule.
(11) The principal of the community school shall receive monthly allowance as follows:-
(a) Principal of Secondary School – Rupees five hundred (b) Principals of lower secondary schools – three hundred rupees
(c) Principal of primary school – two hundred rupees
(12) If the headmaster is absent in a community school or if the position of the headmaster is vacant for any reason, the most senior permanent teacher among the teachers working in that school will act as acting headmaster until the headmaster is present or the position of the headmaster is filled. But if there is more than one level in a school, the most senior teacher of the upper level will act as a substitute (13) Notwithstanding anything written elsewhere in this rule, the management committee of the institutional school may determine the separate procedure for the appointment of the headmaster.
(14) When appointing the principal according to sub-rule (13), only the teacher who has the minimum educational qualification required to teach at the level of the school shall be appointed as the principal.
(15)The school development proposal to be submitted to the management committee by the teacher who is a candidate for the principal according to this rule Schedule-13A. should be prepared in the format of .
(16) Regardless of what is written in this rule, if the school development proposal submitted to the teacher selection committee by the principal working at the time of commencement of this rule after completing the prescribed educational qualification is accepted through the management committee, he shall remain subject to the conditions specified at the time of his appointment until the period as per sub-rule (8). He will remain in the post of principal.
