(1) For the purposes of sub-section (4) of section 3 or sub-section (2) of section 9, a person who wishes to work as a conciliator shall apply to the council in the prescribed format for a certificate.
(2) The person making the application according to sub-section (1) must attach a copy of the certificate of citizenship and the certificate of qualification required to be a conciliator with the application.
