(1) Any person or organization wishing to import plants, plant products, biological control agents, beneficial insects or plant growing medium such as soil, peat, etc. shall obtain an entry permit in accordance with this Act.
(2) The conditions and prohibitions related to importation of plants, plant products, biological control agents, beneficial insects or plant growing medium such as soil, lime, peat, etc. as per sub-section (1) shall be as specified by the Ministry of Restrictions by publishing a notice in the Nepal Gazette.
(3) Notwithstanding anything written in sub-section (2), if any person brings plants, plant products, biological control agents, beneficial insects for his personal or research purposes, the office shall collect the prescribed fee from him and proceed with the process according to this Act. An entry permit can be issued to him to bring plant products into Nepal.
