: (1) The proposer shall start the implementation of such proposal within three years from the date of acceptance of the environmental study report of any proposal.
(2) Notwithstanding anything written in sub-rule (1), in the case of a proposal whose environmental study report has been approved at the time of commencement of this regulation, the implementation of the proposal shall be started within three years from the date of commencement of this regulation.
(3) Notwithstanding anything written in sub-rule (1) or (2), if a special situation arises and the implementation of the proposal cannot be started within that period, the relevant proposer shall submit an application for an extension of time to the relevant body and if action is taken in relation to such application, The relevant body can extend the period of two years at most. (4) The proposer who does not start the implementation of the proposal within the period specified in sub-rules (1), (2) and (3) shall submit the environmental study report after re-environmental study of such proposal in accordance with this regulation.
