Preamble
: As health service is an essential service for the public, it is desirable to make arrangements regarding the formation, operation and condition of health service to make this service more capable, strong, serviceable and responsive to the people, Parliament has enacted this Act in the twenty-fifth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev. .
