: To make the actions of the state open and transparent in accordance with the democratic system, to make it accountable and responsible to the citizens, to simplify and facilitate the access of ordinary citizens to information of public importance in public bodies, to protect sensitive information that adversely affects the interests of the state and citizens, and to protect the right of citizens to be informed. Since it is desirable to make a legal arrangement regarding protection and circulation, the Legislature-Parliament has made this Act.
