Preamble
: Since health service is an essential service for the public, it is desirable to make arrangements regarding the formation, operation and conditions of service to make this service more capable, strong, serviceable and responsive to the people, Parliament passed this Act in the twenty-fifth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Vikram Shahdev. made
