Section 9
Preliminary investigation and action
(1) The commission shall conduct a preliminary investigation on the complaint received under subsection (1) of section 8 or the information received under subsection (3).
(2) If during the preliminary investigation according to sub-section (1) it appears that there is an adverse effect on the rights and interests of Dalits, the commission may immediately stop the relevant person, agency or official to stop such action.
