: (1) The Ministry shall form the following technical committee for the technical evaluation of the project concept paper and project design documents submitted in accordance with sub-rule (8) of the repealed rule:-
(a) Joint Secretary (Overseeing Climate Change 7 Management Matters), Ministry of
(b) Deputy Secretary, Ministry of Finance - Member (c) Deputy Secretary, Ministry of Power, Water Resources and - Member Irrigation (d) Under-Secretary, Ministry of Industry, Commerce and Supply (e) Deputy Secretary, Agriculture and Livestock - Ministry of Member Development (f) Deputy Secretary, Ministry of Physical Infrastructure and Transport “Member (g) Representative, Department of Environment - Member
(h) Representative, Alternative Energy Promotion - Member Center
(i) Representative, RED Implementation Center - Member
(h) Two members, including at least one woman, appointed by the Ministry among experts in the field of environment (k) The term of office of the member appointed under clause (h) of sub-rule (1) shall be two years. (3) If the performance of a member as per clause (h) of sub-rule (1) is not satisfactory, the Ministry may remove him/her from the post at any time: But before removing him in that way, he should be given a reasonable opportunity to present his justification.
(4) The technical committee according to sub-rule (1) received the project proposal from the proposer. And regarding the technical aspects of project design documents, evaluation based on sustainable development standards and necessary opinions and suggestions should be given regarding such concept papers or documents.
(5) Based on the opinions and suggestions received from the technical committee as per sub-rule (1), the ministry will provide the proponent with a letter of agreement to prepare the project draft document.
(6) After receiving the agreement as per sub-rule (5), the proponent shall prepare the project design document.
