(2) Notwithstanding anything written in sub-section (1), the responsibility of processing and managing harmful waste, health institution waste, chemical waste or industrial waste shall be the responsibility of the person or entity producing such waste subject to the prescribed standards.
(3) If any industry or health institution requests the local level to manage harmful waste, health institution waste, chemical waste and industrial waste and other waste left over after processing, or requests to use the waste management site constructed by the local level, the local level shall determine He can manage the waste or allow the use of the waste management site by charging the following service fee.
