(1) After publication of the promotion list in accordance with Rule 76, for the purpose of promotion complaints, candidates who are recommended for promotion shall be placed on the waiting list without promotion appointment for thirty-five days from the date of publication of the list. If there is no appeal on the above promotion recommendation, the appointment shall be made in such a way that the seniority of the promotion level is maintained from the date of thirty-sixth day after the publication of the list (the day after the expiry of the appeal deadline).
(2) If there is a complaint against the promotion recommendation as per sub-rule (1) of rule 77, the seniority date shall be fixed and the appointment shall be made as follows:-
(a) According to sub-rule (2) of Rule 77, from the date of publication of the revised list, if the decision is made to revise the promotion recommendation, and (b) from the thirty-sixth day from the date of publication of the promotion recommendation for the first time, if the complaint is dismissed or if the previous promotion recommendation is upheld.
