Section 26
Minimum qualification and service period for promotion
The employee must have obtained the prescribed educational qualifications to be a candidate for promotion and must have completed at least three years of service in a position one level below the level to be promoted. But,
(1) After the 14th day of Jeshta 2054 Samvat, when the levels are matched, the employees who have been established in the senior fifth level or who have served in the fifth level for ten years can be candidates for promotion even if they do not have the prescribed educational qualifications for the fifth level.
(2) To be a candidate for promotion after Chaitra 29, Samvat 2069, one must have worked in remote areas for at least one year or at least two years in remote areas.
(3) An employee who has completed the procedure prescribed by the Public Service Commission and has been appointed to the seventh level and promoted to the eighth level before 29 Chaitra 2069, has worked in a remote area for at least two years at a level below that level, is considered to have worked in a remote area for promotion to the ninth level. Can be a candidate.
(2) Notwithstanding anything contained in sub-section (1), an employee may be a potential candidate for promotion in any of the following cases:-
(a) For not being able to serve in remote or remote areas due to lack of rank or rank,
(b) If he has completed at least eight years of service in a post one level below the post to be promoted,
(c) If he has served at least two years in the district outside Kathmandu Valley in a position of any level of service and has served for five years in a position one level lower than the position to be promoted.
